&lt;p&gt;KEKAHA — The Department of Public Works will hold a series of meetings to discuss host community benefits offered to the Kekaha community as compensation for the upcoming expansion of the Kekaha Landfill.&lt;/p&gt;
&lt;p&gt;The first meeting will be from 7 p.m. to 9 p.m. tomorrow at the Kekaha Neighborhood Center.&lt;/p&gt;
&lt;p&gt;Topics that will be covered include the formation of a Citizens Advisory Committee, a volunteer group that will help develop a compensation package for the Kekaha community utilizing county funds.&lt;/p&gt;
&lt;p&gt;Nominations will be accepted for consideration and appointment to the committee at the meeting.&lt;/p&gt;
&lt;p&gt;Future meetings in this series will be coordinated by the advisory committee.&lt;/p&gt;
&lt;p&gt;Kekaha residents who are interested in serving on the CAC but are unable to attend the first meeting can call the county Solid Waste Program Coordinator Allison Fraley at 241-4837. For more information or to request an auxiliary aid, contact Fraley.&lt;/p&gt;</description>

&lt;p&gt;The state Department of Land and Natural Resources is moving a step closer to creating a new civil administrative system that proponents say could better handle noncriminal violations of laws governing natural and cultural resources.&lt;/p&gt;
&lt;p&gt;Right now, someone who violates these law either gets away with it or is cited for violations of these laws. If cited, the violator goes to court or appears before the DLNR. The range of violations is large, including: net violations that have resulted in the deaths of endangered Hawaiian monk seals, camping permits, fishing regulations and taking of trees or other plants from protected areas.&lt;/p&gt;
&lt;p&gt;Now, officials want to hear from the community at public hearings statewide, starting Oct. 2, on draft rules to establish a Civil Resource Violations System, designed to strengthen the agency&#039;s enforcement of violations of state natural and cultural resources laws. The state department held informational meetings earlier and came up with proposed rules. &lt;/p&gt;
&lt;p&gt;&quot;As part of our commitment to protecting Hawai&#039;i&#039;s natural and cultural resources, we believe that establishing a civil resource violations system complements our existing criminal violations system, and will allow DLNR to process its noncriminal enforcement cases in a just, expeditious and cost-effective manner,&quot; said Laura H. Thielen, DLNR chairperson. &lt;/p&gt;</description>

STATE COMPREHENSIVE OUTDOOR RECREATION PLAN&lt;/p&gt;
&lt;p&gt;HONOLULU – The Department of Land and Natural Resources (DLNR), Division of State Parks is seeking public participation on an update of the Statewide Comprehensive Outdoor Recreation Plan (SCORP) that will help shape the future of hiking, biking, boating, hunting, fishing and ocean recreation in Hawai‘i.&lt;/p&gt;
&lt;p&gt;The public is invited to participate in meetings which start October 1, via an online survey, and through written comments. Updating the plan will enable Hawai‘i to maintain eligibility to receive federal grants from the Land and Water Conservation Fund (LWCF), administered through the National Park Service.&lt;/p&gt;
&lt;p&gt;Based on an analysis of the public input gained from these meetings, a plan of action for addressing recreational demand and issues confronting outdoor recreation in Hawai‘i will be developed. A draft of the updated SCORP should be completed by the end of the year.&lt;/p&gt;
&lt;p&gt;The public is asked to participate in the following ways:&lt;/p&gt;

&lt;p&gt;Tuesday, October 14, the North Shore Council (a group comprising the heads of the community associations from Kilauea to Ha&#039;ena) is sponsoring a forum for the candidates for the Kauai County Council.&lt;/p&gt;
&lt;p&gt;The forum will take place from 6:00 pm - 9:00 pm at the Hanalei School Cafetorium.  Most of the 14 candidates have indicated that they plan to participate. &lt;/p&gt;
&lt;p&gt;We have prepared questions that we believe will address the issues of greatest interest to north shore residents.  We will ask the candidates to give answers that are as specific and informative as possible.  The topics will include public services to the north shore, the proposed property tax legislation, enforcement of county ordinances, drug problems, open government, and (if time allows) agricultural and rural land preservation, and tourist development and commercialization.&lt;br /&gt;
As you can imagine, with so many candidates, the forum will need to be tightly structured.  (Even limiting each candidate to a 2-minute answer to a question, it will take close to 30 minutes for all of the candidates to respond to a question.)  So there may not be much opportunity for direct questions from the audience.  But we nonetheless believe that the forum will be well worth your time, as the prepared questions will address topics that are of high importance to our north shore communities.&lt;/p&gt;

&lt;p&gt;In the face of rising food costs and tumbling financial markets, some people are looking for a safe haven or at least  for a sensible answer regarding “what to do?”.  One answer that is emerging from several corners of Kauai is  “learn how to grow our own food!”.  It is not a new answer but it is a response to the current times in which we are all facing one more crisis after another.&lt;/p&gt;
&lt;p&gt;For those persons who are looking to take control of at least one such crisis, like the threat of food shortages and spiraling shipping costs, a new program is being offered at Kauai Community College entitled “Growing Food:  Principles and Methods of Organic Horticulture.”    It is designed for home gardeners and those seeking to establish community gardens in their neighborhood.  It is a 10 session program that will be held Thursdays from 4:00 till 6:00 pm beginning October 16.  Tuition is $120 and a limited number of partial scholarships are available. &lt;/p&gt;
&lt;p&gt;The principal instructor will be Katherine Doherty who is experienced in organic horticulture and permaculture systems of food production.  She holds a bachelors degree from University of Hawaii in ethnobotany and has taught courses in various related fields in Hawaii and New Zealand. She worked with a National Science Foundation funded program at Bishop Museum and has authored several studies in the fields of  horticulture and ecology. &lt;/p&gt;</description>

and Lydgate Park!&lt;/p&gt;
&lt;p&gt;Please save Saturday morning, October 25 to participate in National&lt;br /&gt;
Make A Difference Day.&lt;/p&gt;
&lt;p&gt;We&#039;ll be planting shade trees around the new sports fields so wear your&lt;br /&gt;
gardening clothes.&lt;/p&gt;
&lt;p&gt;Show up for registration is 7:30 AM AT THE NEW SPORTS FIELDS and we&#039;ll&lt;br /&gt;
serve lunch to the volunteers.&lt;/p&gt;
&lt;p&gt;Attached below are two flier layouts--one full 8-1/2&quot; x 11&quot; size and&lt;br /&gt;
one that you can cut into four from each letter-size sheet. Could you&lt;br /&gt;
please use the fliers to help spread the word?&lt;/p&gt;

&lt;p&gt;Please Come help us clean up Marine Debris on Nukoli&#039;i Beach Oct. 26.&lt;br /&gt;
We had a clean up there in Sept and barely made a dent. We need more people.&lt;br /&gt;
Please come for just a half hour, maybe an hour, and you can make a big difference. Thanks, Surfrider Kaua&#039;i.&lt;br /&gt;
(There&#039;s also a clean up sponsored by the Sierra Club this Saturday, Oct-4 in Kapa&#039;a, Details Below)&lt;/p&gt;
&lt;p&gt;Where: Nukoli&#039;i Beach (Directions below)&lt;br /&gt;
When: Sunday, October 26 9:00 a.m. sharp&lt;/p&gt;
&lt;p&gt;Gloves and Trash Bags will be provided.&lt;br /&gt;
Please bring water, hat and sunscreen&lt;/p&gt;
&lt;p&gt;Directions:&lt;br /&gt;
From Kapa&#039;a turn left (maka) just past the golf course. From Lihue, turn right (makai) just after the Hilton and before the golf course. Follow the dirt road past the motocross track area to an area known as Marine Camp or Nukoli&#039;i Beach. We&#039;ll be cleaning in front of the South end of the Golf Course&lt;br /&gt;
