Today, Thursday, July 17, 2008, from 4 – 5:30, Katy will be discussing grassroots social change organizations in Hawai’i and the funding opportunities available to them with Richard Rodrigues of the Hawai’i People’s Fund.

Also joining us will be Kat Brady of Community Alliance on Prisons and Life of the Land, and Darlene Rodrigues (no relation to Richard) of CHOICES, an O’ahu-based organization which provides public high school students with an alternative point of view on military recruitment and war. The organizations these women represent are grantees of Hawai’i People’s Fund. We will discuss the valuable work they are doing.

Richard Rodrigues is a long-time community organizer and fundraiser for social change.

This morning, the County Clerk's office notified us that the County Clerk has verified that a sufficient number of valid signatures was submitted for the Coalition for Responsible Government's petition for a County Charter amendment. So the CRG proposal will be on the November ballot (provided that no unanticipated legal machinations occur to prevent this).

Congratulations to all of you who worked so hard to collect the needed signatures!

Now, because no good deed goes unpunished, our group must begin work on the next phase of the campaign. We need to begin organizing the campaign (outreach strategy, meetings with council and mayoral candidates, publicity plans, fundraising, treasurer, secretary, etc.).

We also need to address a very serious emergency that has arisen as a result of Councilmember Iseri-Carvalho's resolution to put onto the November ballot a proposed charter amendment that could make it extremely difficult to achieve passage of the CRG amendment and other charter amendments. That proposal - which appears to already have the support of several Councilmembers - would count blank votes as No votes, and would also require that a measure be approved by 30% of the registered voters (rather than 50% of those who vote on the measure). It would have the effect of changing the voter approval requirements from the current 50% of those who vote, to something between 70-83% of those who vote (depending on voter turnout).

Here's an easy way to show your support for the preservation of Maha'uelpu. No need to write testimony or attend a Planning Commission meeting. All we're asking is that you just show up next Saturday morning in Koloa and march with us in the Koloa Plantation Days Parade. Before you say to yourself that marching in a parade isn't "your thing", I must confess that was my reaction the first time I was asked. I ended up having a ton of fun. Really, it's a blast. The best part is that you're sending a message to everyone that Maha'ulepu is a special place and that you are one of the many people who want to see it remain a wild and undeveloped place.

We're hoping to get 100 people in the Malama Maha'ulepu parade contingency and we hope you will help us reach our goal. We'll gather in front of the Koloa Library at 9 AM. The parade begins at 10 AM and is over by 11 AM, when participants reach the Koloa Park. Short and fun!

If you happen to have a Malama Maha`ulepu T shirt this would be a great time to wear it. (We will also be selling Ts at our booth in front of the tennis courts.) Actually we don't care what you wear. Steve Kyono, Kauai District Engineer, State DOT Highways Division will provide a status report on the Wailua Bridge widening project and the fourth lane expansion of Kuhio Highway from the bridge to the bypass road. Learn about other relief routes planned for the Kawaihau District such as the Pouli Road connector from the rear of the Waipouli Foodland to the bypass. Bring your questions. The business portion of the meeting will provide updates on local issues and allow time to hear new concerns. Meetings are free and open to the public the fourth Saturday of every month.

More tidbits...Possible new DLNR natural resource enforcement
I am putting these posts up in no particular order. The subject of this post is actually turning out to be the most noticeable problem with this project. Regarding DLNR's enforcement capabilities over indiscriminate harvesting and transport of natural resources, Christie Wilson wrote a good article a few weeks ago about this with interesting public comments: http://www.honoluluadvertiser.com/apps/pbcs.dll/article?AID=/20080615/NE...

DLNR PROPOSES NEW RULES TO CREATE CIVIL PENALTY SYSTEM FOR NATURAL RESOURCE VIOLATIONS -- Statewide public information meetings to be held --

On the agenda is a resolution by council-woman Iseri-Carvalho to change the charter.

The resolution would require that for a charter amendment to be approved by the voters, the amendment would have to receive 50% of all of the votes cast at the election (rather than 50% of the votes cast on the question). I.e., blank votes on the amendment would be counted as "no" votes. So voters who choose to not have an opinion on a particular matter would have their votes interpreted at "No" votes!

There is also ambiguous language regarding the need for the majority to equal at least 30% of the registered voters. This could be interpreted to mean that there must be a minimum of 60% voter turnout for the election results to be valid. (In order to meet the 30% criterion, in a close race, at least 60% of the voters would have to vote on the matter; otherwise getting 50% of the votes would be less than the 30% criterion.)

Regardless of whether or not this proposal (if it is placed on the ballot and is approved in November) would be applicable to the CRG Charter Amendment, this proposal appears to be a big impediment to future changes to the charter, regardless of whether the amendment were initiated by voter petition or by the Charter Commission.

This week, we will be joined by Ali Powell, a student activist and musician who started a peace club at King Kekaulike High School on Maui. While she was giving a presentation on conscientious objector rights, the vice-principal confiscated her material and shut down the class.

Ali started the campus peace organization last year in response to several violent outbreaks at her school .She included anti-war programs, offering a presentation on conscientious objector rights and sponsoring war resistor Aimee Allison's visit to her school last February. Ali has also tabled at her school’s career fair on non-military alternatives, military facts, and student rights.

In the second part of the program, we will speak to representatives of STOP DAT!, the newly-formed coalition to Stop Disrespectful Air Tourism. STOP DAT! will be kicking off its campaign for a boycott of the air tourism industry at 3:00 pm next Monday, August 4, with a protest by the entrance to the Lihue airport at the intersection of Kapule

Details: Volunteers meet at Lumahai Beach Parking Area at 9:00 - 10:30a.m. We will disperse from there to clean-up both Tourist Lumahai and Beach Park Lumahai. Most of the rubbish will be above the high-tide line in the vegetation.

* Trash bags and gloves will be provided.
* Java Kai Hanalei will be donating coffee to the cause...
* Please bring sunscreen, hat and water.
* Tell everyone you know...and recruit a friend for the executive committee!

ALOHA KKCR AND KEKAHU FOUNDATION OHANA,

As some of you may know, KKCR and the KEKAHU FOUNDATION have been meeting since May, working on a Strategic Plan for the next five years. We have been meeting as a closed group to concentrate on all the possible specific visions, strategies and goals that will need to be incorporated into the final plan. At this point, our team is moving out into the Kauai community, conducting open meetings to get input from residents, listeners, members, programmers and volunteers. Our team has condensed our work into six definite categories/topics that are all open for community input. They are: Financial, Conflict Resolution, Governance /Policies, Community Outreach, Facilities/Equipment and Volunteer Program.

Team members Marj Dente and Paul Moody, will be conducting and facilitating the Volunteer Program Community Meeting on Saturday, August 2, 2008, 9 AM to 1 PM at the Kapa'a Library Conference Room. The task of our group meeting is to brainstorm how we can best accomplish the following goals, and this is where we need your help:

To establish a comprehensive, effective volunteer program with clear policies and defined responsibilities, resulting in broad community support and active participation of a diverse, enthusiastic, reliable, well-trained and committed volunteer team.

Some likely goals to be more specific about, but not limited to are: community outreach and education, volunteer job descriptions and policies, recruitment process, volunteer training, etc.

Help to Stop Disrespectful Air Tourism
For more than 20 years, Kauai residents have tried to persuade the air tourism industry to control the problem of disrespectful air tourism on Kauai. But during that time, tour helicopters - and more recently, biplanes, fixed wing aircraft and ultralights - have continued to conduct and expand their noisy activities over neighborhoods, parks and camping areas. 20 years of community efforts to engage the air tourism to “fly neighborly” have been completely unsuccessful.
A new group has formed to address the worsening problem. Stop Disrespectful Air Tourism! (STOP-DAT!) is a coalition of Kauai citizens and organizations that believe that air tourism should respect residents. The group does not oppose air tourism; but it believes that air tours should not, and need not, create noise over residential neighborhoods, sensitive environmental areas, and cultural sites.
The group’s objective is the creation of mandatory, enforceable rules, for all types of tour aircraft, that will require air tours to stay away from neighborhoods and sensitive environmental and cultural sites. It also wants all air tours to comply with minimum altitude regulations and to observe “no fly” Sundays and holidays.

Meet the candidates at The Eco-Roundtable Candidates Forum on Aug. 5 at the War Memorial Convention Hall in Lihu‘e.

The public will have a chance to mingle with the candidates starting at 5:30 p.m. and a facilitated question-answer forum will begin at 6 p.m., a news release states.

This event is being hosted by the Eco-Roundtable, a network of more than 50 sustainability-oriented organizations. Sustainability encompasses economic self-sufficiency and diversification, environmental health, social well-being and perpetuation of culture, according to the release.

The Eco-Roundtable invites questions for the candidates from all sectors of the community, but will focus on the issues falling within the county’s jurisdiction that matter the most to Kaua‘i voters.

The forum will be open to the public and free of charge. No tickets are necessary but non-perishable food items for the Kaua‘i Food Bank will be accepted at the door.

Coastal Path Update by Director of Parks & Recreation

For the next in an on-going series of free public meetings, the Friends of the Path have invited the director of the County of Kauai’s department of parks and recreation to present his most recent quarterly report on the status of the Kapaa to Kealia Coastal Pedestrian and Bike Path.

The presentation is free and open to all, and will be held at 7:00 PM on Wednesday, August 6 in the Plumeria Garden Court at the Aloha Beach Resort in Wailua.

Director Bernard Carvalho has presented quarterly reports to the Kauai County Council on the administration’s progress towards opening the Kapaa to Kealia portion—Phase II of the six-phase Ke Ala Hele Makalae project. This is a good opportunity to meet face-to-face with the director of the department responsible for the path’s management, and to voice any concerns regarding the island’s path systems. The August 6 public presentation will be based on Mr. Carvalho’s reports, and will be followed by a question-and-answer period.
